After the league was shattered, the relations between old members decayed, and were eventually replaced by obedience to Theban or Macedonian tyrants.It is time to pick up the pieces of the past, and restore the Delian League to its former glory. Oh and if anyone is wondering... you can form the Pan-Hellenistic League, and then complete the Delian League restoration and still form the Delian League. Enjoying the decent borders! I managed to gain my independence while the war was still on, so after a few months I was able to white peace Macedonia and company. This was not very easy as Phrygia was ridiculously powerful in my campaign and conquered quite a bit of land in mainland Greece (You can still see that they control Kephalonia), so I had to fight multiple bloody wars against them. I haven't played Imperator much, so I was surprised at just how much better my troops were man-for-man than, say, Phrygia's. I haven’t played in Greece in 1.4 yet, what’s different? After you finish the mission to be independent, there is one focused on developing Attica (your immediate region) that has some great bonuses for your economy, I'd recommend that. In EU4, I feel that Very Hard is much too easy, so I was afraid that reducing the difficulty to Hard would make it too easy as people keep complaining that winning at Imperator is trivially easy. In Imperator, each country has a set of decisions that can be taken after a certain set of requirements have been met, viewable by clicking the Show Decisions tab in under the Nation Overview screen. Try and expand in Crete for extra tax and trade money. The Egyptians were the problem here. I'm currently playing as Athens and I'm struggling just to stay alive.

Armies get expensive quick, so reducing that cost is helpful. Yeah, it's not much of a league if the city states don't have independence! We have been one of the most important and powerful city-states of Greece since time immemorial, and yet these days we are struggling under the yoke of Phrygia. The discipline bonus from your war god can be good if your economy is stable. Sure, don't let them concentrate 70,000 men on your 25,000, but you'll probably win if you can hit a 30-35,000-man stack. Wait for civil wars, attack allies of your main target if they're buddies with Phrygia or Egypt, and if possible find room to maneuver. Athenian Heritage has some interesting mechanics to throw off your Phrygian overlords. Once it was the heart of Athenian power, and if we are ever to expand outside of Attica, it needs to be once more. Along the way you have to lower opinion of Phrygia, make choices to expand certain holdings etc.
I was almost always getting the extra commerce income omen.
There are many like it, but this one is mine. I created it from missions. The solution I figured out during the successful attempt was to lower maintenance on everything while at peace and make sure to keep my trade routes full.
